Sr. Vice President, Corporate Business Development Leader

Cindy provides technical and regulatory consultation on matters related to wetlands delineation, mitigation, and permitting. She coordinates projects for industrial and commercial clients, and local, state and federal agencies as well as local watershed interest groups. She is also the Environmental Business Unit Leader.

Cindy has 38 years of experience with the U.S. Army Corps of Engineers in various positions including 22 years in the Regulatory Division. She retired as Division Chief in 2014. She served as a Project Manager in the Jurisdiction and Enforcement Section prior to opening the first regulatory field office in Birmingham as Branch Chief in 2006. She has a vast amount of experience in wetland delineation, jurisdictional determinations, permit evaluation and resolution of enforcement actions. She has conducted hundreds of site inspections over the years and prepared and reviewed numerous environmental permit applications and permit final documents.
