TTL Welcomes Kelvin Mullins as Transportation Field Operations Director for Georgia

After 28 years with the Georgia Department of Transportation, Kelvin Mullins has joined TTL as our first Transportation Field Operations Director for Georgia.
Based in our Atlanta office, Kelvin brings nearly three decades of experience from the Georgia Department of Transportation, where oversaw statewide construction through public-private partnerships (P3) and local government grant programs, including the Georgia Transportation Investment Act Program. He also served as District Engineer for GDOT District 1.
His deep understanding of infrastructure delivery, from field-level construction to billion-dollar transportation initiatives, positions him perfectly to lead TTL’s CEI and field services efforts across Georgia.
“I’m excited and thankful for the opportunity to join TTL,” Kelvin said. “Being part of construction and field services from the ground up – building a team, shaping the work, and delivering quality – has always been inspiring to me.”
In this role, Kelvin will help grow TTL’s transportation presence in Georgia by leveraging long-standing relationships, building trusted teams, and delivering successful projects across the transportation sector.
